MSBA’s CSIP Comprehensive Assistance Program (CSIP-CAP)
What is it?
CSIP-CAP provides MSBA staff-facilitation for all steps in the CSIP creation/revision process. Districts may choose MSBA facilitation for the entire process or for select components.
How long does it take?
The timeline for CSIP creation/revision is approximately 4-6 months, dependent on scheduling of work sessions required by district –specific needs.
What components does the CSIP-CAP include?*
Months 1,2
I. Board/Superintendent consensus building (2 hour session)

- Board Self Evaluation results applied
- Superintendent/ Board Planning Guide applied
II. Staff/Staff-Board consensus building
(2 hour session minimum, more as needed)
Month 2
- Preliminary staff drafting of Plan objectives
Months 3,4
III. Community Engagement (2-3 sessions @ 90-120 minutes ea.)

IV. Board receipt/review/contribution to preliminary draft

**Focused, meaningful engagement with and by staff is essential to effective CSIP revision; this requires in-person facilitation of at least one, probably two meetings between MSBA facilitators and district- and building leaders.
Additional on-site meetings may be scheduled as needed, however the district’s distance learning-equipped facilities may readily provide for numerous, even weekly sessions with appropriate staff members as required, for little or no additional cost.

Why does MSBA’s CSIP-CAP cost so little compared to other strategic planning vendors?
MSBA’s research-based, Missouri-specific, field-proven approach to CSIP revision/creation has been developed over the course of several years, during which each of the components of the CSIP-CAP have been successfully executed in other Missouri districts. The specific nature of MSBA’s expertise allows for focused, efficient movement through the entire CSIP revision/creation process, thereby minimizing costs. Additionally, MSBA is not seeking the project profit margin sought by private vendors; MSBA’s greatly reduced fee is another benefit of membership in the Association. It is not unusual to find vendors charging ten to twenty times MSBA’s fees for near-comparable service.
